Qin Ming (Aspen – 16 May, 2004)
Mr Qin is the Vice President of the Chinese State Development and Investment Corporation.
He graduated from the Department of Chinese Language & Literature, Beijing University
in January 1974 and commenced employment at the State Planning Commission from February
1974. There, he was involved in the research of macro economic policies and the
publication of books on economics. Mr Qin held positions such as Division Chief
of the Policy Research Office, and President and Chief Editor of the Planning Publishing
House. He was transferred to the National School of Administration in January 1995
to become the Dean of Academic Affairs, responsible for the organising and coordination
of the training and teaching of the state public servants.
